Sound when starting and surfing

Windows XP and IE 6. When Internet Explorer is started a strange double
click type sound is heard. This same sound is heard when starting to surf a
web page and upon completion of loading the page. We have set sound schemes
to none and there are no speakers in front of any of the sound options. Even
checked the keys in the registry and the current keys are blank.
Any help appreciated.

The sound is coming from a Program called Pest Patrol and shows up in Task
manager as CookiePatrol. Very annoying sound.

Control Panel | Sounds, Speech and Audio Devices | Sounds and Audio Devices
| Sounds
Scroll down to Windows Explorer and set Complete Navigation and Start
Navigation to none.
I like the clicks.
