I would like to schedule a sound recorder event. How can I instruct
sndrec32.exe to start recording when the scheduled event starts? Or, is
there a better application for this task?

Since you don't give details about what you want to record, it's rather
hard to say exactly. However, Sound Recorder will only let you record
60 seconds of sound. You might want a more capable application. Do a
search on your favorite shareware sites.
