Some files can't be defragmented???

Am using WinXP-pro, I wondered just exactly does it mean after a defrag when
the message at the end says...
Some files on this volume can't be defragmented... Check report for more
info

and sometimes when you click to check the report, there are no files listed.

What can I do to 1) either make all files defragmentable, and/or 2) stop
this message
