Is your CD drive D: ?
If you click on My Computer, you should see the drive letter listed next to
the drive. If it is the drive you've got the Sims 2 disc in, then it's
likely the disc is damaged.
You could try running setup.exe from inside the CD directory (right click
the icon and click browse and double click setup) - however depending on how
badly damaged the disc is this may prove useless.
It sounds like a damaged disc, so if nothing works take it back and get a
replacement.
