Shuting down or rebooting

I'm having a problem with either shuting down or rebooting. It takes a long time to do either one. after awhile it will shut down and or reboot. can you tell me why this is happening? If I go back to an earlier date, like a few months it will run fine. I'm lost as what to do. I feel I may have to reload windows xp and go from their.

This is a consequence of software that is running when shutdown/restart
