shut down

For some reason my XP home edition won't let me shut it
down or restart, even when programs prompt me to restart
and I click yes nothing happens.

I've even tried ctrl+alt+del and selected shut down and
nothing happened. But from all of these if I select stand
by it does that with no problem. If anyone can help me
I'd appreciate it.

Not sure if this is the correct answer for you, but have you checked Power Settings? There is the box for what the system will do when you power down. If that is set to 'Do nothing', then there ya go.
