shut down and reboot

I was infected with not only the sasser but with 9 other
trojans and worms. McAfee took care of it for me but now
I can not shut down or reboot without turning off the
machine. Any ideas?

I lost my ability to have the server reboot after MS04-011 was installed
Server 2000 sp
The exe is running as a service and goes into a function that fires off several api calls

GetCurrentProcess
OpenProcessToken
LookupPrivilegeValue
AdjustTokenPrivileges (with SE_PRIVILEGE_ENABLED
ExitWindowsEx does not generate an error but does not reboot system

I shut down the service and ran the exe outright and it shut down as expected
I made sure the "Local Policies | Security Options | Allow the system to shut down without having to log on" was enabled.
