Showing 0-bit Cipher Strength in explorer

Hello. I am trying to go on secured web sites and it
won't allow me. I tried adjusting the security settings
and reinstalling explorer and it still displays a 0-bit
cipher strength. I followed the guidelines on how to get
it to be 128-bit by renaming certain files, but I see that
I do not even have the schanell.dll file in the systems
folder. Could this be the reason why I cannot get into
the secure websites? The schanell.dll might have been
accidentally deleted.
Someone please help me on this matter. I would appreciate
it greatly.

Cipher Strength Appears as 0-Bit in Internet Explorer
When you click About Internet Explorer on the Help menu, the cipher strength
entry may be "0-Bit" and you may be unable to connect to secure Web sites.

Virtual presentation : 0-bit Cipher Strength Encryption in Internet Explorer
4.x, 5.x, 6.0 for Windows 95/98 / Rename corrupt files and reinstall 128-bit
encryption pack or install IE 4.x, 5.x, 6.0 SP1
