shimeng.dll error

Every time I try opening a new application, I receive the
following error:

the application or dll
c:\windows\syste32\shimeng.dll is not a valid windows
image. Please check this against your installation
diskette.

does anyone have any suggestions besides trying to re-
register the dll?
