Shared fax service on Win2K not SBS

Hi,
is it possible to copy the Fax extended model available in Windows 2003 dll
and exe on a Windows 2000 machine in order to enable the shared fax service
without buying SBS ?

may be I explained in a bad way.
The question was not related to a commercial point of view.
My question is:
Is it possible to download or manually copy the latest Fax Service with
related API (extended model) for Windows 2000, because I have an application
written for that model I need to use on a W2K platform.
