Setting up a TCP/IP only network with W98 and W95 clients

How would I setup a network, so that it only uses the TCP/IP protocol?
We have a variety of PCs from Win 95 through to XP Pro, and the pre XP
PCs are unable to communicate with the W2k server through anything
other than IPX/SPX.

Obviously this will have something to do with the way I have setup the
server, but I'm not too sure where I have gone wrong. I thought by
installing WINS I would be able to use Netbios and eliminate IPX/SPX,
but as soon as I try to disable the protocol on the server, the older
PCs cannot logon to the server.

A few pointers would be helpful please.

Yeah, i forgot to check if you had a DHCP Server, like
Andrew said, you will have to add option 46 and 44 in the
DHCP Server for the WINS. 46 is for the WINS server and 44
is for the hybrid mode (0x8)
