I also have this problem.

Resolved it last time with a remaster.
Seemed to be an issue with my PSC 1210 Scanner Driver and
the nForce2 chipset drivers.
Had problems when I remastered first couple of times
until I disabled sstray.exe in msconfig.

Thought that was it, but has now come back.

Started yesterday when I logged into safe mode with
networking as Admin.

Event log reports DCOM errors, 3 system one admin.

These are...

Event ID 10005 User NTAUTHORITY\SYSTEM
Event ID 10005 User NTAUTHORITY\SYSTEM
Event ID 10005 User MainPC\Administrator
Event ID 10005 User NTAUTHORITY\SYSTEM

All: DCOM got error "%%%1" attempting to start the
service %2 with arguments "%3" in order to run the server:
%4
Symbolic name:EVENT_RPCSS_START_SERVICE_FAILURE

Also a Service Control Manager error

Event ID 7026
Fips and processor system start drivers failed to load.

What else happens?

WIA service takes an age to start, but eventually does.
My Computer gets a flashlight if I open it before WIA has
started.
PSC startup icon will not load until WIA has started.
Scanner will not scan - could not communicate with device.

Last time, WIA would load fine if I disabled scanner
driver, but could not resolve with driver
uninstall/reinstall.

Definitely not virus related. I have used AVG and also
tried online scan with Housecall. Removed all issues with
Spybot also.

Any suggestions greatly appreciated.

Just fixed this!!

Reinstall service Pack 1a.

Go to Windows Update>Windows Catalog>Windows XP
RTM>download Network Installation Version (128MB)

Then reinstall.

Worked a treat
