Send To . . . Mail Recipient doesn't work

When I right-click on a file in Windows Explorer and select Send To ...
Mail Recipient, nothing happens. I have to go through the normal email
process for an attachment, so there's a workaround, but what could be
some of the reasons this doesn't function?

Open Control Panel|INTERNET icon and click the PROGRAMS tab. Assign the
desired mailer as the "email client." It's normally Outlook Express.

You need to have Outlook not Outlook Express installed for that to work. It
will still use OE if it is set as default but Outlook is needed for that
function.

Works fine here...No Outlook, only O.E.

Other options, still not knowing.....

Easiest if you have TweakUI for XP:

First, in OE, start a blank message, don't fill in anything. Just File,
Save As, and Leave the file type as .eml. Give the file a name and save it
where you want...anywhere you want because you can delete it when this is
done.

Start Tweak, click on the Templates section
click on Create. Go to the place where you saved that .eml file and double
click on it.

Click on OK

Now you can delete that file you saved as .eml

Right click on your desktop and choose New, Internet e-mail message. Name
it if you want. Then press enter to set it..

Next time, all you have to do is double click on that icon and a blank
message will open up ready to use.

Do what it does on my other computer: opens an email message with that
file as an attachment. I think the cursor is already in the TO: line,
expecting you to enter a (the) recipient.

And in what Mail Client (e.g., Outlook Express, Thunderbird) should the
message open?
