Send shortcut

I have created an icon for a shortcut I need to send to a large group and
have them drag and drop the shortcut to their desktop. Trust me I have to
make it that simple or it won' t work. But I can only send from my corporate
account if I go to Insert-File then it doesn't add the Icon that I made.
Otherwise I get a security dialogue box and my email doesn't send out.

Sorry, your phrasing is so complicated that I don't get what the problem is.

What version of Outlook do you use?
What is the content of that security dialog?
Have you tried the same method that you want your users to use (drag and
drop)?
