Send Receive dont respond

I have Outlook 2003 and Exchange 2003, I can receive mails but I can't send,
when I click send/receive nothing happen.

I'm assuming your are making a connection via an Exchange account as well
and that you are local to the Exchange server?
Sure something happens;
-do messages get stuck in the Outbox?
-do you get send/receive errors?
-what is the connection status reported in the right bottom corner of
Outlook?

Start with verifying that you are actually on-line with Outlook and haven't
marked it to work offline;
File-> Work Offline

I'm working with windows XP SP2, I have no error when I click send/receive
(no response). all the connexion with the exchange server are establiched.
I'm workin online and I can receive mails.
Actions done:
- reinstall office
- delete windows profile
- even whith OWA send/receive don't work for that user
- connexion with an other user on the same PC ==> I can send emails.

As it doesn't work with OWA either it would exclude Outlook, Windows and the
user's profile as the cause of it. The issue would lie on the Exchange
server. Some quick checks;
-verify that there is no restriction set on the mailbox of the user (like a
send quota restriction and the conditions for that restriction is met with
the size of the mailbox)
-verify the logs on the Exchange server and that no general issues are
reported with the Exchange database or specific errors for that mailbox
-verify that the user (group) is allowed to send via the Send Connector

Either way, as the issue lies with Exchange, it's better to continue this in
an Exchange newsgroup.
