security center still not available

i tried for so many days to enable my security center..
i took the help of many sites..couldnot help!!
i have windows XP with service pack 0 version 5.1
does any one can tell me that in service pack 0 i cannot make security
center
enable???
in live chat with microsoft told me that!!!!!!!!!!!!!!!!!!!!!!!!

Along the lines of Engel's post--what is the reason that you have not
applied service packs to your XP installation? Windows XP with no service
packs is no longer supported by Microsoft.
