Security alert warning doesn't always appear on top

(Using IE 6.0.2900.2180, all updates etc in place.)

From time to time the security alert message ("You are about
to be redirected to a connection that is not secure" etc)
does not appear on top but is instead concealed under one or
more windows. The result is that IE appears to be hung;
whereas all that's really happening is that it's waiting for
me to click on "Yes" or "No".

Here's a screenshot of the alert message that sometimes gets
hidden:

Does anyone know what the cause of this behavior could be
and if there's a cure?

I think its your security settings for the interenet zone.

Select the Tools\Internet Options menu.

Select the 'Security' tab.

Click the 'Custom Level..' button.

Navigate down the list until you find 'Submit nonencrypted form data' - near
the bottom of the list under Miscellaneous

Check the Enable option
