Secured Pages not loading

Have Win2K, SP4, with most recent updates and IE6 SP1
(Cipher Strength is 128). Can not load any secured site
like citibank.com. Tried creating a new user profile,
setup defaults in IE and uninstalled firewall but no luck.
Any Idea whats wrong?
