Screensaver when user is not logged on?

XP Pro SP2, not in a domain.

Is there a way to specify a screensaver to run when a user is not logged on
to the PC but it is powered on? Aren't screensaver settings specific to a
user profile?

HKEY_USERS\.Default\Control Panel\Desktop

SCRNSAVE.EXE REG_SZ [pathname]
