Save target as..

I am trying to download a file from a site I have a
subscription with. Their kirections are to right click
(the picture shown) and choose save target as.. from the
menu that comes up. This option is greyed out.
Unavailable. I have tried changing my security under
internet options. It doens't help. Allow downloads is
checked, security setting is at medium. What else?
