"Safely remove hardware" icon missing

I run Windows XP Home on a Dell Dimension P4.
The "safely remove hardware" icon no longer shows in my
sytem tray. I am advised by the mfr. of an external hard
drive that I need to use the icon to disconnect the drive
without corrupting files on it.
