"Run Dll as an App" Error in "Add or Remove Programs"

I'm running XP Home, and I wanted to get rid of an
application I was running so I could install an updated
version, so I went to the control panels and launched
the "Add or Remove Programs" utility. Selecting "Change
or Remove Programs" basically did nothing; the pane where
the installed programs are supposed to be listed remained
empty, and when I went to "Add New Programs", I got a
message that "Run DLL as an App has encountered a problem
and needs to close."

This is very frustrating because I am now unable to
uninstall anything that doesn't come with its own
uninstaller (which all apps should, but that's beside the
point.)

Unfortunately, this on a laptop that came with the OS
installed, so the only XP disks I have are the ones
embedded in the system restore disks that will restore my
hard drive to its default configuration (i.e., reformat
it and start over). Any ideas?

Same guy who posted above. I should mention that
restoring to previous restore points doesn't solve the
problem; I went all the way back to May.

I am having the exact problem and nothing seems to help. Any further
suggestions?

check software to no avail,
