Rules Wizard has disappeared

Running Outlook 2002 SP3. The Rules Wizard no long shows up under TOOLS.
Also, when selecting a message and right-clicking on it, the CREATE RULE
entry is there, but when selected, it does nothing - no message, no activity,
nothing. Ran Detect and Repair, and no change.

Can anyone help?

I have solved this problem by creating a new profile!
