Ruler bar in Outlook 2003

1) How do I view the ruler bar in Outlook 2003
2) My co-worker can view it but not save settings (every time she closes and
re-opens, the ruler bar settings return to the default) How do I save
settings?

1) You can't, it's an Outlook option. You must set Word as the email editor
and choose View-> Ruler
2) Tried setting it via Word already? I've got no issues making it stick
here.

Ah, excellent, thanks. We have slightly different problem now. She has
press releases that are formatted really pretty on a Word Document and she
wants to be able to paste them into an e-mail keeping the pretty Word look.
I noticed in one she received that she wants to mimic, when you scroll over
the "imbedded" document you see the icon of arrows pointing in all four
directions. Any idea how to do this?

Don't copy/paste but press the email envelope icon on the Toolbar in Word.
This will turn it into an email message.
I've got no clue what you mean with your example. You might want to tell
exactly what you/she did to create this.
