How do I show the ruler in Outlook?

I used to be able to view a ruler when creating a new message in Outlook.
Just got a new CPU and lost all my default settings - can't seem to find the
horizontal ruler again.

Are you using WORD as E-mail editor?

Yes, I changed my options so it would use Word. I'll log out and log back in
to see if that will help.
