RPC Server is Unavailable

I tried to install and Epson cx6600 printer to and xp pro box and the SW
install crashes every time we plug in the printer (when prompted). Message
is "Cannot install this hardware...... The RPC server is unavailable"

Epson did troubleshooting and said it was a MS issue because the print
spooler wasn't working.

How do I get this working so I can install and use the printer.
