Right-clicking Start then Open .. Opens to wrong location

Clicking "Start" - "All Programs" displays contents of C:\Documents and
Settings\UserName at top of All Programs menu, just above thin line
(where 6 other entries already reside). Right-clicking Start and then
Open -- opens to C:\Documents and Settings\UserName (instead of to
C:\Documents and Settings\UserName\Start Menu).

For the life of me, I can't figure out how to correct this. Anyone got
a clue?

btw - Selecting "Open All Users" from a right-click on Start opens to
the right place -- (C:\Documents and Settings\All Users\Start Menu)

Verify (and fix if necessary) the shell folder paths in the registry.
