Can't open "All Programs" tab in Start Menu

Hi, I can't open my Start Menu for some unknown reason.

The majority of my programs and applications won't work because of this, and
they all crash to the desktop when I try to load them.

I keep getting this error: "C:\Documents and Settings\[username here]\Start
Menu is not accessible. Access is denied."

Can anyone help me with this?
