Restricting fonts and colours

This question is actually on behalf of a client of mine. They are using
PowerPoint 2003 and want to make templates for their staff. They're happy
about locking graphics etc but they want to be able to limit what fonts and
colours their staff use when making presentations. Is this possible?

For all practical purposes, no.

Think in terms of making it as simple as possible for them to get to where you
want them to be rather than blocking off all possible routes to other places.
