restart/shutdown mising

Just recently all of our users lost the ability to shut down or restart
while logged in. This doesn't effect administrators, just users and power
users.

Shutdown and Restart are missing from the start menu's shut down menu and
from ctrl-alt-del. If the users log off first they can shut down from the
login screen.

I've tried http://support.microsoft.com/?kbid=555449 but I hadn't messed
with that setting previously.

The network is a Windows Server 2003 Active Directory with Windows XP Pro
clients.

I tried adding the first key, rebooted, and I still couldn't shut down or
reboot without logging out first.

Group Policy...
Administrative Templates\Start Menu and Taskbar\
Remove and prevent access to the Shut Down command

Make sure that this is set to Disabled or Not Configured.

[[Prevents users from shutting down or restarting Windows. This setting
removes the Shut Down option from the Start menu and disables the Shut Down
button on the Windows Security dialog box, which appears when you press
CTRL+ALT+DEL. This setting prevents users from using the Windows user
interface to shut down the system, although it does not prevent them from
running programs that shut down Windows. If you disable this setting or do
not configure it, the Shut Down menu option appears, and the Shut Down
button is enabled. Note: It is a requirement for third-party applications
with Windows 2000 or later certification to adhere to this setting.]]

The policy is set with the HKLM key, but there can also be a setting in the
HKCU key. Look at both. If you disable the policy or set it to Not
configured, Group Policy deletes this entry from the registry, and the
system behaves as though the value is 0.

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
and
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
NoClose

Group Policy is set correctly. What's odd is users in the administrative
group can shut down fine. If I login with my user name, or as administrtor,
I can shut down fine.

All employees are domain users, with some power users locally.
