Just recently all of our users lost the ability to shut down or restart
while logged in. This doesn't effect administrators, just users and power
users.
Shutdown and Restart are missing from the start menu's shut down menu and
from ctrl-alt-del. If the users log off first they can shut down from the
login screen.
I've tried http://support.microsoft.com/?kbid=555449 but I hadn't messed
with that setting previously.
The network is a Windows Server 2003 Active Directory with Windows XP Pro
clients.
