Restart only works after log off..can I bypass log off?

Up until now when I clicked on the Restart button it would only turn off the
power...no restart. I just found out that if I logged off first, I could
then hit the Restart button and it would actually do a proper restart .
None of the dozens of references I found and suggestions here seemed to
mention or imply that logging off first was necessary.

Can something in the settings be changed so that I can bypass the need to
log off? I'm the only user on this machine. Using XP home/ SP2.

I might mention that we also have another computer running on Win98SE
that also has a Log Off function, but we can restart without using it.
Maybe there's a clue in there, but we haven't been able to find it.
