Can I bypass user Log Off and then Restart XP?

Up until now when I clicked on the Restart button it only turned off the
power.....no restart. I found out that if I logged off first, I could
then hit the Restart button and it would actually do a proper restart .
None of the dozens of references I found
mentioned or even implied that logging off first was necessary.

We have another computer running Win98SE which has the log off function, but
skipping Log Off doesn't keep the Restart from working.

Can something in the settings be changed in XP so that I can bypass the
log off? I'm the only user on this machine.

I have a user account and an adminstrator account on three machines and I
never have to log off to reboot. Sounds like something fishy is going on
with your computer.
