Restart doesn't

For the last month, when installing a program or other such instances where
the RESTART is called for, my computer (slowly as usual) eventually shuts
down, but does not restart. Usually the drive light remains on and after a
couple of minutes I manually turn off them back on.
What is wrong with the restart?
This is a relatively new computer with lots of memory: 1024 MB on boards and
three hard drives (2 external) totaling 400 GB so there is no lack of
memory.
I defrag all drives at least every 2 weeks.
Recently I replaced the 2 DVD/CD drives with 16x drives which seem to work
very well.
This slow shutdown has been on going for at least 2 months.

Seems to be two issues here
1. What is the rating of your Power Supply, I would suggest you
need one of at least 400W for all those devices.
2. slow shutdown - see this link for an exellent source of info

FYI hanging on shutdown can be caused by malware/viral infections,
make sure you're system is clean.
