Restart problem

I thank you for all the help you (MVP's) provided to me lately.
I have another problem, I will try to explain as best as I can.
I have new custom made computer for my graphic work
WinXp SP2
2 Hard Drives divided to 4 drives, each drive is 140GB
2 GB memory
Pentium 4 CPU 3.20GHz, 3.28 GHz
CD and DVD read & write
BTW, it's network to other computers
The problem:
When installing an update and needs computer to start over (on it's own)
will not start, shuts down and nothing, so I have to push the start button
few seconds and make it start.
Any idea how we can solve this ( the tech person has no idea) and I hope I
did give all the information you need

To install the update XP usually has to be restarted.

Have you got any monitoring program installed that might be preventing the
program that installs the update - the installer - from installing itself to
run at startup?

Thanks for the reply,
I do not understand the question that you are asking but for example, Window
updates or any new programs (which I have not installed any new program
lately) after installing, the computer needs to restart, sometimes it start
and sometimes shuts down to re start but never comes on but computer's
lights are on, then I start the computer by powering it all over again.
