Repairing Corrupted Windows Installer

One of the side effect of the Sp3 installation -uninstallation was the
corrupted windows installer. I cannot install anysoftware to my PC
anymore due to this fault.
Is there a way to repair this the easy way?

The current windows installer version in my PC is KB893803-V-2-X86.
The error prompt come like this
“Window Installer Service could not be accessed. This can be caused if
you are running windows in safe mood, or if the windows installer is
not correctly installed”
But I am running in normal mode and the windows installer is running
before normally only recently after the buggy Sp3 installation/
uninstallation
What does these code means?

Then it says
A possible reason might be that you don’t have enough privileges.
Please check the installation troubleshooting section of the product

Where is that located?
I went to the Help and Support Center but I can’t find anything that
can relate to this problem

Start> run> msiexec /unreg> open, Windows does not recognize it

There is another problem that I am at loss for a solution…in this
WinXpSp2 OS
During the boot up process, right after the disappearance of the
Winxp boot up icon but then disappears
“Cannot determine the file system of XXXXX
Windows has finished checking the disk.”
(----( the exes are just coined symbols of a long number and letter
codes)

uninstall SP3?

Yes, it was a botched installation of Sp3 that is likely the culprit
of my problems.Although the PC is getting stable now by returning to
Sp2 but the windows installation bug is really problem as I can't
reinstal the software after some of those were removed by the system
restore....
