Start here: You receive an error message when you try to install a
program that uses the Windows Installer in Windows XP

If you installed the latest Version of Windows Installer for XP then it
would listed in Add/Remove Programs.
Since you state that it is not listed then try the steps listed in the
above MS KB.
If no joy, suggest you install the latest Version of Windows Installer
for XP after first configuring the system to Clean boot -

Scroll down to the 'Files in this Download' section and click the
Download button next to WindowsXP-KB942288-v3-x86.exe.
*Save* the download. When the download completes, read this:

Configure the system to Clean boot and then install
WindowsXP-KB942288-v3-x86.exe, restart, and Windows Installer should now
function properly.
Remember to UNdo the Clean boot configuration steps !
