If you installed the latest Version of Windows Installer for XP then it
would listed in Add/Remove Programs.
Since you state that it is not listed then try the steps listed in the
above MS KB.
If no joy, suggest you install the latest Version of Windows Installer
for XP after first configuring the system to Clean boot -

Scroll down to the 'Files in this Download' section and click the
Download button next to WindowsXP-KB942288-v3-x86.exe.

Configure the system to Clean boot and then install
WindowsXP-KB942288-v3-x86.exe, restart, and Windows Installer should now
function properly.
Remember to UNdo the Clean boot configuration steps !

May I ask, what do you use Silverlight for ? It appears to be a useless
appendage from Microsoft that requires constant updating with no
apparent benefit to the User. When MS ADHD strikes again, it will
probably disappear after a large sum of money is wasted by MS on it and
huge amounts of time are wasted by Users trying to get updates installed
for it.

with my anti-virus program and have had zero problem in the last three
