Repair installation of xp home

Can someone tell me why the repair option is not always available when
booting a computer from an XP cd?
I find if I use an XP Pro disk the option is there but an XP Home disk the
option is not there. It simply goes straight to the clean install page.
Everywhere I look on the Internet it says that a repair option is availble
with both XP home and Pro but i have found this not to be the case.
Obviously i have trouble doing a repair install with xp home because of this.
Any help appreciated.

On a check, with a regular retail XP Home CD, it goes through loading
all the files, Starting Windows then gives a blue screen with options to
Install or to Repair (hit R).

But an OEM CD as would be supplied with a machine that has Home
pre-installed will rarely provide a Repair option.
