Remote Assistance Problem

I asked my friend for remote assistance and it will not connect. We turned
off my firewall and made sure that my computer was set up to allow remote
assistance. He tried to locate my ip and could not. He said that it
appeared "dead" whatever that means. Any ideas on what the problem is?

If you have internet ...
Then...
I've used remote assistance several of times and sometimes you have to try
to connect a few times over and over again until it decides to connect.
