"Remember Each Folder's Settings" doesn't work

The "Tools|Folder Options|View|Remember Each Folder's Settings" doesn't
work. Whenever I change the "View" on a folder it reverts back to the
previous setting when I close the folder. Does anyone have any suggestions?
