Reducing size of picture with NO reduction in quality??

IF you get a chance, let me know if you have any ideas... here is the
situation:

I have a larger graphic. When I REDUCE the size, the quality becomes less
as good. Do you know of a way to TOTALLY prevent this from happening?? I
used IRFANVIEW, but there still is a reduction in quality. This will
definitely be a problem when I need to print it out on paper.

For example, the size of the picture is 6 inches x 6 inches. When I reduce
it to say 1 inch by 1 inch (like a thumbprint) there is a reduction in
quality. I do NOT care about the actual file size (i.e. amount of space
used on the harddrive) -- I ONLY care about the physical size of the picture
(i.e. number of inches).

simply impossible for any bitmap file format pictures like .BMP, .JPEG,
..GIF or .PNG. Only vector graphic file format pictures (i.e. .SVG) can be
resized without a loss in quality. It is, according to my knowledge,
impossible to convert a bitmap into a vector graphic.

READ ME Jpegcrop - lossless cropping and rotation of JPEG files

You simply select a frame in the displayed image and save it as new file
without recompression (see also right mouse popup menu).
The left and upper border of the cropped frame are automatically
restricted to the MCU boundaries (16*8 in most digicam pics, 16*16 or 8*8
otherwise) by the program in all selection processes, so you see directly
the effective crop area. This automatic adaption is actually the main
feature regarding the lossless cropping. The visible block margin grid
(toggle by menu/button) in the displayed image is also an important
feature in this regard.

In the status bar the actual selection coordinates are tracked, in the
same format as used with the commandline "jpegtran" utility
("-crop WxH+X+Y" : width, height, x-offset, y-offset).
The "Jpegcrop" program uses the original (beta) transformation support
code of the IJG software, with direct function calls.
(Note that the "Save Frame As" action will cause the file to be re-read
and processed in "jpegtran" manner which avoids the recompression.)

I WAS SO EXCITED TO SHOW EVERYBODY IN THE FREEWARE GROUP NEWS OF
THE PAYWARE I FOUND -- THAT I EVEN STARTED A NEW THREAD, WITH CAPS
AND EXPLANATION POINTS!!

I do the same thing to vegetarian groups, too. I post urgent messages
about meat recipes for them, every time I find a new one!

I stopped threading by subj because of stuff like this. I find it keeps
groups tidier, and I don't see that I lose anything.

I use subject sorting in ACF, too. Not only for stuff like this...

It's useful as well for when a subject has legitimately been renamed.
For the cases of topic shift from the original, where a sub-thread has
been appropriately renamed. (Incl for those thread drifts that have
veered into the land of Subject: [OT].)

I misread? You keep things sorted by thread alone? I've shifted back forth
both ways, but it was the "show new thread on new subject" that I finally
preferred, for reading this group.

Surprising !
Here I give a link that could interest the thread initiator and get postings
that do nothing with the theme, but ridiculously criticize two points :
- first the CAPS : they are there to alert that I had missed this URL in my
fisrt pots. So hoping to get attention ( that's what CAPS are meant to. At
least for most people everywhere in the world, except perhaps in so
cuuuuuute newsgroups afficionados ??,!! :::--))))))))
They are not meant for me, or me "sooooooooooooo proud to have something to
say", but perhaps you are each time you post, and hide yourself ? I like it
when I can help : that's because I like when another helps me when I need.
Thought ( but again .... can be wrong) that THAT is what teh newsgroups are
for :helping each other, politely ? OR am I AGAIN wrong ??

Either he tries, it works and he is happy, and doesn't need it anymore :
worked as freeware.
If it doesnt't work : nothing lost. If he doesn't need it afterwards ; again

I am quite often surprised by attitudes I read in these groups. Much
testosterone circulating : I should find a way to collect and commercialize

arbitrarily decides to rename the subject and start a new thread - this
applies equally to those who start an [OT] thread half way through a
thread.

If your testosterone collection skills are on a par with your usenet
skills, then I think you have no need to plan for retirement just yet.

I'd thought about changing that subject header, but an appropriate
rename had not come to mind. Sorry about that. Means you got to
