picture size reduction when emailing

I am no longer seeing the dialog box giving me the option to reduce picture
size before emailing them from within windows explorer. Windows (XP Pro SP2)
is now just loading them straight into outlook as full sized attachements. I
know there are manual ways to reduce them but like the auto reduction feature
since it is one step and doesn't create a duplicate file. Is there a setting
I have changed that I can restore?
