Picture file size

I need instructions on how to reduce the file size of a
photograph (JPEG) from 600kb to 150 or less, I am aware of
how it is done for the purpose of emailing a picture, but
I need to "Upload" it to a web site that will not take
anything larger than 150kb I have searched all the help
files in windows XP and cannot find any instructions
on "How TO" do this. Any help would be appreciated. Thank

150kb is a tad big for a web site picture especially for viewers who
may be using dial-up connections.

under 40kb is more desirable and more widely accepted as a 'standard' ...
if for no over reason than the image would take only 1/4 the time to display
at one that is 150kb.
