Recycle Bin Problem

My recycle bin shows not empty. When I right click and click empty
recycle bin, the message pops up "Are you sure you want to delete
Windows?". Yet when I explore the recycle bin, it shows empty.
What to do?

Try this!
Create a text file on you desktop then delete it.
Instead of emptying the Recycle Bin, open it in Windows Explorer.
Click with your mouse on an empty space and with the keyboard "Ctrl A"
(which will select everything).
Hit delete from the keyboard and close the window.
Does the Recycle Bin now show the correct Icon (empty icon)?
If so, you should reboot. Hopefully the issue is resolved.

I would also run windows check so that it will run on the next bootup.

As mysteriously as it appeared, the problem went away, before I had
time to try the suggestions. It stayed there for an hour or so
including through a reboot. Just a Windows f**t I guess.
