Recurring machines and users

I keep receiving two erro from the LicenseService Event ID 202, Exchange out
of licenses and I receive one for my Window server.
When I go into Licening, I will revoke anddelete old users. Within a few
weeks the users or machine will appear back in the list. Can you tell me why?

Because the license logging service does not work as expected. Stop and
disable the lisecse logging service on all DCs and keep track of your
licenses manually as if you are in per seat mode.

I will. We have 50 users that access 4 servers some times at the same time.
What mode should my server be in? User or server mode?

From what I understand if you were ever audited and your license logging
service is turned off you are assumed to be in Per seat/user/device mode.
