Rebuilding performance counter entries in registry

Platform: Windows 2000 SP4
Problem: I have a lot of 1008 events in my application log saying <The
Open Procedure for service "xyz" in DLL
"C:\WINNT\system32\xyz.dl­l" failed. Performance data for this
service will not be available. Status code returned is DWORD 0.>
I tried to rebuild the counters as described in Q300956 (short form:
delete the counters from the registry and reload them with lodctr).
This doesnt work. When i try to reload them with loadctr, i get a lot
of events 3001 from LoadPerf saying <The performance counter name
string value in the registry is incorrectly formatted. The last valid
index value is DWORD 0 in the Record>.

Can anybody tell me what this means or how i can fix it ?
