readprocessmemory/writeprocessmemory error

on one of my other computers whenever i try to open up
any .exe file it gives me the error "only part of a
ReadProcessMemory or WriteProcessMemory request was
completed." what can i do to fix this?

I get the same as TwiZ with an XP computer I've been asked to mend. Is this hardware? I have tried changing the memory and find that with a bigger memory the Norton icon appears on the start bar but I still get the same error when trying to run anything.
