Very Odd Process Error?

Need some help here. Everytime i try to run almost any
program (whether it be through it's shortcut or it's
executable directly) i receive the following error alert:

"only part of a readprocessmemory or writeprocessmemory
request was completed"

I've searched online most of today, and have yet to find a
solution. I found a ton of stack trace reprots that carry
this error - it's actually a 299L - ERROR_PARTIAL_COPY
error, but's that's as far as i got.

Can anyone shed some light on what i can do to fix this?
(i have the latest updates, patches, and virus
definitions)

Do you have a CDROM and a hard drive on the same ide channel by
chance. If so, changing one of them to another channel might help. As
you have said, a lot of searching doesn't reveal many answers, mostly
just others asking about the same problem.
