Assuming the JPEG is set up as a landscape image:

1. Open PowerPoint to a blank presentation.
2. Click "View", "Master", "Slide Master".
3. Click "Format", "Background".
4. Click the dropdown and select "Fill Effects".
5. Click the "Picture" TAB, then the "Select Picture" button.
6. Find and insert your JPEG file by clicking "Insert".
7. Click "OK", then "Apply to all".
8. Click "Close Master View".
9. Click "File", "Save as", Click the "Save as type" dropdown and select
"Design Template (*.pot)" option and give it a name.
10. Close the file.
11. Click "File", "New", and select the new template from the "General" TAB
under "general templates".

Keep in mind that the actual steps might change slightly based on the
version of PowerPoint you are using. it is always a good idea to provide
that info to get exact steps!
