Take a look at this article:

320693 Error Message "Error 623: The System Could Not Find the Phone Book
Entry
http://support.microsoft.com/?id=320693

I found a few reported incidents of the same error in Outlook and it's
usually resolved with the above article. The only thing I question is that
you state you are using an Internet mail connection (POP3? IMAP4?), so I'm
not exactly certain why you'd be using a VPN connection to download, but
start with this article and post back your results. If it doesn't work,
post back and give me a more complete problem description. Exact
reproduction steps would be really helpful.

Outlook error 623

Hi Folks,

Here are some abbreviated instructions on how I got around the Outlook error 623 problem:

Tools-->E-Mail Account-->Click Next-->Click Change-->Click on more settings--> Select Connections Tab-->Change connection to display the following: Connect using my local area network (LAN) & (if you take your PC home regularly) tick the box to connect via modem when Outlook is offline.

I hope this works for you. Please let me know how you go.

Cheers!

Cez

The solution for this problem for Microsoft - Office - Outlook is,
Outlook>Tools>Email Accounts>View or Change..>Next>Highlight each account in turn then>Change>More Settings>Connection, then>Select Connect using ...LAN>OK

Operating system where this solution was found -MS XP Pro.
